A field study of employers and job seekers in four cities

Abstract
The study examines why young people prefer government jobs and the obstacles small businesses face in hiring, based on a survey of 600 businesses and 1,400 job seekers.
It proposes reforms to social security for the private sector and to employment-linked training programmes.
